The United Kingdom and France to Deploy Troops to the Country should a Ceasefire Accord is Agreed

The British and French governments have signed a statement of purpose concerning the positioning of troops in the nation should a peace deal be struck with Moscow, the British leader, Starmer, has announced.

After talks with allied nations in the French capital, he noted that the allies would "set up operational bases in various parts of Ukraine and construct fortified installations for military hardware and defense matériel" to discourage any potential attack.

The coalition members also suggested that the US would play the primary role in verifying a truce.

The Kremlin has repeatedly stated that any external forces in Ukraine would be considered a "acceptable aim", but has so far not commented on this latest announcement.

The Situation and Ongoing War

Moscow's leader Vladimir Putin launched a comprehensive attack of Ukraine in February 2022, and Russian forces presently holds approximately 20% of the country's land.

"This is a vital part of our commitment to support Ukraine for the long-term," commented the UK Prime Minister.

National leaders and high-ranking officials from the "Partner Group" participated in the Paris negotiations.

Speaking at a joint press conference, Starmer noted: "It establishes the framework for the legal framework under which British, French, and partner forces could operate on Ukrainian soil, securing Ukraine's air and maritime domains, and regenerating Ukraine's defense capabilities for the years ahead."

The British leader also stated that London would be involved in any Washington-directed confirmation of a potential cessation of hostilities.

Protection Pledges and Diplomatic Positions

Senior Washington representative Steve Witkoff said that "durable safety pledges and substantial prosperity commitments are critical to a permanent resolution" in Ukraine – mentioning a central requirement made by Kyiv.

Witkoff indicated the allies had "largely finished" their work on finalizing such assurances "in order that the Ukrainian people know that when this hostilities ends, it ends permanently."

Jared Kushner, US President Donald Trump's advisor, also was involved in the talks.

At the same time, France's leader Emmanuel Macron declared that Ukraine's supporters had made "major headway" at the negotiations.

He said that "robust" defense assurances for the Ukrainian government had been agreed in the instance of a possible truce.

Ukrainian President Volodymyr Zelensky commented that a "major step forward" had been made in Paris, but qualified that he would only consider efforts to be "enough" if they led to the cessation of the conflict.

Last week, the Ukrainian leader suggested a peace deal was "mostly finalized". Finalizing the remaining 10% would "shape the fate of peace, the future of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and defense assurances have been at the center of key disagreements for the parties involved.
  • The Russian President has often said that Ukraine's forces must retreat from the entirety of Ukraine's eastern Donbas or Russia will seize it, rejecting any compromise over how to conclude the war.
  • Kyiv has so far excluded ceding any land, but has floated the idea that Ukraine could move its troops to an designated point – but only if Russia follows suit.

Russia currently occupies about 75% of the Donetsk region and some 99% of the bordering Luhansk region. The pair of oblasts form the industrial region of the Donbas.

The original US-led 28-point framework that was extensively reported to the media last year was perceived by Ukraine and its partners in Europe as being strongly biased in Moscow's favor.

This led to a period of high-level negotiations – with the involved parties trying to adjust the proposal.

Recently, Kyiv submitted the US an revised framework – as well as additional documents outlining possible security guarantees and arrangements for Ukraine's rebuilding, he said.
